9enchanted is a parody of the website 9minecraft. 9minecraft steals and reuploads mine and other creators work without permission, I recommend you do not use that site and steer others away from using it.

Always use well known websites to get your Minecraft mods, resourcepacks, datapacks, etc such as Modrinth or Curseforge

The ratings are entirely fake and meaningless, they are chosen by random when the site is built. Don't read into them too much :p

The wither painting was taken in-game as it does not have a real life or HD version. This can be disabled in the pack options.
